CHANGES TO QUEBEC IMMIGRATION RULES ANNOUNCED

As per the information available, such changes will be applicable on two Canada immigration programs.

New Quebec immigration rules—The announcement maintains that new norms for Quebec immigration will come into effect in stages and the first change will be from 1st August this year.

And the new rules will be meant for Quebec Immigrant Investor Program as well as Quebec skilled worker program.

In addition, the new regulations will also affect self employed Quebec immigration applicants and business people wanting to come to Quebec. It has been maintained that the changes will be introduced beginning from 1st August this year till 31st March next year.

Quebec immigration will have new rules becoming effective in stages beginning from 1st August this year till 31st March, 2014.

What are the changes?—Maximum limit has been announced for Quebec Skilled Worker Program. The new limit will be 20,000 for applicants under Quebec Skilled Worker Program for each year. Other requirements for Quebec skilled worker program will be increased French language proficiency in the language criteria due to Advanced Intermediate proficiency becoming the new minimum level.

Although the new list is not announced yet, changes will be made to eligible areas of vocational training and education.

New quota for Self-employed workers, business persons—For each year, Quebec will accept 500 applicants under self-employment and businesspeople category.

Skilled workers wanting to come to Quebec to live and work here will have to fulfill new minimum threshold for language points because the requirement now is advanced intermediate level in French language proficiency.

A point to be noted in this regard is that not only the applicants but also their spouses in Entrepreneur stream will be affected by such changes.

However, in self employed category, only principal applicants will be affected.

Quebec immigrant investor program(QIIP)—New quota for Quebec immigrant investor program will 1,750 annually.

And this also means a limit on maximum number of applicants fixed to 1200 for each nation. So, anyone wanting to apply for immigration to Quebec under QIIP must hurry to file an application before QIIP gets closed once again after opening in August this year.

Qualification criteria for QIIP is—

1. Having net assets valued a minimum of CAN$1600,000(acquired lawfully) by an applicant; Any amount as donation to the applicant in the period of six months before the application date is going to be deducted.

2. Applicant needs to have worked in management for not less than two years in the period of last five years in any of following—

• Farming

• Industry

• Professional business

• Commercial business

• International agency

• A government, a government agency or department.
